It is a turnkey contract model where a single contractor is responsible for procuring the equipment, installing it, conducting all tests, and formally handing over a fully operational system with documentation — rather than the client managing multiple separate vendors for each phase.
The key IS standards for fire system SITC in India include IS 2189 (fire detection and alarm systems), IS 3844 (code of practice for installation and maintenance of internal fire hydrants and hose reels), IS 15105 (sprinkler systems), IS 2190 (selection, installation and maintenance of portable first-aid fire extinguishers), IS 9457 (emergency lighting) and IS 2171 (specification for portable fire extinguishers). All systems must also comply with the National Building Code 2016.

Delhi Fire Services requires that all fire protection systems be installed by a competent contractor, tested per IS standards, and a commissioning certificate / test report be submitted as part of the fire NOC application.
